Logistics and procurement Officer

Pact is an International Non Governmental Organization that facilitates
institutional development of civil society organizations (CSOs) through
capacity building and partnerships. As a development organization focusing
on capacity building, we are committed to building the capacity of local
organizations, networks and coalitions.

The PEACE II project; a 4-year project, in its final year funded by the
United States Agency for International Development (USAID) aims to enhance
African leadership in the management of conflict within the Horn of Africa.

It also intends to improve the ability of communities and community based
organizations to respond to conflict by strengthening the linkages between
communities and the wider civil society and government at the local and
regional levels in the border areas of this region.

In this regard, Pact is seeking to recruit a qualified candidate for the
position of, Logisitics and Procurement Officer.

The officer will provide administrative and logistical support to the
program and partners across the region. Pact expects the majority of the
grants to be in-kind grant due to the nature of the partners and hence the
need for sufficient logistics and procurement support.

Position: Logistics and Procurement Officer – PEACE II

Duty Station: Nairobi

Supervised By: Small Grants Manager – PEACE II

Supervises: NA

The Logistics Officer will provide administrative and logistical support to
the program and partners across the region. Pact expects the majority of the
grants to be in‐kind grants due to the nature of the partners and hence the
need for sufficient logistics and procurement support.
 
Specific Duties and Responsibilities:


A. Transportation / Movement of goods

- Coordinate transport of cargo and field supplies for day to day
operations.
- Coordinate transport of supplies and facilities if any, to peace
meetings and workshops within Nairobi and to the field
- Coordinate use of the project vehicle by staff and PEACE II in Nairobi
and during field trips
- Document the movement of goods/equipment/supplies/

B. Transportation/Movement of people

- Arrange transport for staff i.e. road travel and charter flights
- Document the movement of people on the relevant forms
- Coordinate transport of people for day to day operations.
- Coordinate transport and accommodation of participants attending peace
meetings and workshops within Nairobi and in the field

C. Procurement

- Implement a purchasing system for local purchasing, and oversee all
such activities
- Ensure that requisitions are raised for various goods and services
- Submit and follow up on purchase requisitions for any new equipment
required
- And that they are properly filled and signed by the relevant
authorities and copies made for attachment to invoices.
- Maintain the filing system
- All working documents regarding purchases should be accurately
completed and duly signed, recorded and easily retrievable

Operations Manager

Friends of Londiani is a registered NGO whose mission is to work in partnership with the people of the Kipkelion District to develop and complete sustainable community projects to enable the people to achieve an improved quality of life based on their values and become the authors of their own development.


Friends of Londiani are committed to contributing to the achievement of the Millennium Development Goals in accordance with the United Nations Declaration of Human Rights. FOL Kenya’s projects include community projects in a number of areas including Health, Education and Water.


Location: Kenya - Londiani Town, Kipkelion District, Rift Valley Province


Main Duties and Responsibilities for National Staff Position


Transport Management
  • Maintain log books of all vehicles usage with daily mileage recorded and fuel consumption mention
  • In collaboration with the country director establish an efficient fuel reimbursement system with Total Station Londiani for Ministry field consumption delivery, including development and implementation of standard policies of fuel consumption, monthly forecasts of expected field usage (in consultation with the programme managers and country directors) detailed records with authorised signature and reviewing of all invoices.
  • Prepare weekly vehicle plans in consultation with the programme managers and Country Manager to ensure effective and appropriate use of FOL vehicles
  • Oversee FOL vehicle maintenance including annual services and daily consumables such as oil water, spare tyre etc.
  • Ensure that FOL vehicles and staff are considerate of the environmental impacts of vehicle use
  • Manage the FOL Driver schedules
Stock Management/ Warehousing
  • Establish maintain and develop standards for stock accountability ensuring a high standard of record keeping
  • Implement an efficient system of stock control of regular supplies
  • Maintain and update on a weekly basis hard and soft copies of an inventory of all FOL stocks
  • Liaise closely with programme managers on schedules of distribution.
  • Ensure all stock is stored in a secure manner and access to the stock is limited to designated people only and records of that access are maintained.
Administration
  • Be responsible for day to day office administration including filing of documents, keeping accounts and dispatching all relevant communications to various partners as required.
  • Maintain online budget expenditure files – in collaboration with Country Director and share with FOL Ireland on a monthly basis.
  • Procure items for office use or for the field officers as and when requested by the Line Manager in line with principles of FOL Kenya .
  • Prepare monthly budget forecasts in consultation with Country Director and programme managers for local procurements and fuel bills
  • Any other duties assigned by the line manager from time to time.
Expected Outputs
  • Monthly progress activity report against expected results
  • Monthly budget reporting with forecasting for the following month
  • Monthly procurement reports with effective paper trail in line with FOL policies and procedures in procurement
  • Monthly stock taking report
  • Monthly vehicle log books including fuel consumption tracking
  • Regular field visit reports supporting implementation of FOL activities
Person Specification


Education
  • A degree in Logistics, Procurement administration or a related discipline.
Essential Experience and Skills
  • At least three years’ logistics/ admin experience with an NGO in a rural setting
  • Demonstrated good budget management
  • Demonstrated analytical skills in procurement and stock taking
  • Good writing skills in English.
  • Good computer skills
  • Driving license

LOGISTIC BASE VACANCY IN KENYA-DAGAHALEY REFUGEE CAMP

MSF Switzerland (MSFCH-MEDECINS SANS FRONTIERS) is a private international organization that provides assistance to populations in distress,to victims of natural or man made disasters and victims of armed conflict.

LOGISTIC BASE-DAGAHALEY REFUGEE CAMP
The selected candidate will be reporting to the logistics team leader and he/she will be responsible for overseeing MSF logisitics activities in Dagahaley refugee camp
Main tasks include,but not limited to:
  • ensure the proper use,monitoring and maintenance of infrastructures,installations and equipment in the MSF compound,according to MSF-CH standards
  • ensure the check up,follow-up,and filing of administrative documents(internal request,fuel follow-up,etc),under the line manager supervision
  • supervise the team making sure that everyone complies with the job description,in good working conditions: 2 radio operators,6 drivers,1 maintenance worker,1 head watchman,44 watchmen,2 helpers
  • ensure that a fleet of vehicles that meets the need of the project in terms of quality and size is maintained;propose any changes to the line manager
  • immediately inform the line manager and or technical advisor of info. that has or could have an impact on the security of MSF staff and property
Requirements:
  • Secondary education and basic training in a technical area(carpentry,electricity,mechanics,watsan,etc)
  • 1 year experience in the logisitics department
  • 2 years experience in a similar post in a humanitarian organzation
  • previous MSF or NGO experience an advantage
  • Somali Speaking an advantage
